Everyone at Work: How Revenue NSW is building belonging through inclusive employment

Revenue NSW’s Everyone at Work program is demonstrating how inclusive employment can strengthen organisational culture, increase workforce confidence and create lasting pathways to talent. Developed to expand employment opportunities for people with intellectual disability, the program has delivered benefits well beyond recruitment, fostering a more open, inclusive and disability-confident workplace.

A key measure of the program’s success has been its positive impact on workplace culture. Over 18 months, disability disclosure rates across Revenue NSW increased from 4.7 per cent to 6.3 per cent, reflecting growing confidence among employees to share their lived experience at work. The initiative has helped reshape perceptions of disability, empowering leaders and teams to take shared responsibility for inclusion and proactively remove barriers that can limit people’s participation and success in the workplace.

Developed between 2021 and 2025 in response to findings from the Disability Royal Commission, Everyone at Work was co-designed with people with lived experience of intellectual disability. Rather than creating segregated employment opportunities, the program focused on placing participants into ongoing, mainstream roles across a range of business areas. Employees receive tailored support, workplace adjustments and development opportunities, enabling them to meaningfully apply their skills and succeed in roles aligned to organisational needs.

The program has established a practical and scalable model for inclusive employment across the public sector. By embedding accessibility into workforce design and placing inclusion at the centre of its employment approach, Revenue NSW has created a sustainable pathway for people with intellectual disability while strengthening organisational capability, belonging and reputation. The model is now being explored by other NSW Government agencies, highlighting its potential to deliver impact beyond a single organisation.
